Center City Authority
Midland’s second-oldest business district, now known as Center City, received a TIF district designation in 2008. The district runs along S. Saginaw Road from E. Patrick Road to Manor Drive and Washington Street from Cambridge Street to Patrick Road. It is governed by the Center City Authority and a 9-member board whose members are appointed by the City Manager and confirmed by City Council. Directors must own property or operate a business in the district or reside within 0.5 miles of the district boundaries. Center City often hosts community events and activities.

Downtown Development Authority
Main Street was the first major thoroughfare in Midland, so it’s no surprise that it’s home to our oldest business district. Downtown Midland includes Main Street from Jerome Street to Dow Diamond and from Tridge to Indian Street. It is governed by the Downtown Development Authority and a 12-member board of directors whose members are appointed by the City Manager and confirmed by City Council. A majority of the board's members must own, work at, or have an interest in a property located in the district. Downtown Midland is home to a variety of new and recurring yearly events, including Tapped Craft Beer Festival, Boo Bash, and Holly Jolly Days.
