City Promotes Stone to Assistant City Manager

March 18, 2022 – The City of Midland is pleased to announce that Director of Human Resources and Labor Relations Carol Stone has been promoted to assistant city manager effective March 21, 2022.

Stone joined the City in August 2014. Previous to the City, she served as administrative services manager for the Huron-Clinton Metroparks, a five-county regional public parks system in Southeast Michigan, from 2011 to 2014; assistant city manager for the City of Howell from 2005 – 2011, including interim roles as the director of parks and recreation and Downtown Development Authority director/Main Street manager; and administrative services manager for the City of Plymouth from 1980 – 2005, including a 12-month period as the interim Downtown Development Authority director. In these roles, she gained extensive knowledge in human resources, risk management, purchasing, marketing and communications, organizational leadership, and economic development.

In her new role, she will work closely with the city manager to address cross-departmental organizational challenges and strategically position the City to adapt to a changing workforce over the next several years.

Stone holds a bachelor’s degree in management with a minor in human resources from Madonna University. She is a senior certified professional by the Society for Human Resource Management (SHRM) and by the International Public Management Association for Human Resources (IPMA-HR) and has also served on the IPMA-HR Legislative Task Force.

“Carol brings a wealth of experience to the assistant city manager position and I look forward to her wisdom and leadership as we tackle the ongoing challenges and many opportunities we have ahead of us as an organization,” said City Manager Brad Kaye. ”I have every confidence that Carol will continue to excel in her new role, just as she has done throughout her career.”

The assistant city manager position is a newly-created role following restructuring of several City departments. Current Assistant Director of Human Resources Ken Arthur will fill Stone’s vacated role temporarily until a new director is found.
