[ARCHIVED] Midland County Flooding Update - June 2, 5 p.m.

A flooded downtown Midland

June 2, 2020 - Thunderstorms are likely between midnight and 7 a.m. on Wednesday morning. Damaging wind gusts up to 60 mph, hail up to one (1) inch in diameter, and heavy rainfall are possible. Rainfall in excess of 1 inch will also be possible. There is also a marginal risk for severe thunderstorms early Wednesday as overnight activity either persists or potentially redevelops. Any threat is forecast to end by noon on Wednesday.

Water Testing Kits for Flooded Groundwater Wells in Midland County

Midland County residents whose groundwater wells were impacted by flood waters should have their water tested to ensure it was not contaminated. Flood waters can contain numerous pathogens, chemicals, and other materials that can make people ill.

Free well testing kits are available through the Midland County Department of Public Health. These kits can be picked up at the County Services Building, 220 W. Ellsworth Street, by calling 989-832-6380. If a well is found to be contaminated, it must be disinfected before safe water use can resume.

Residents who experience no water service or low water pressure from their groundwater wells should also contact the Department of Public Health.

Critical Information for Property Owners Rebuilding After Flooding

Property owners in Midland County are reminded that they should secure all required permits and inspections as they make repairs and replace infrastructure in their homes and businesses. In all municipalities, all repair work for structures within the 100-year floodplain will require an evaluation by the appropriate municipal building official to determine if the structure has been substantially damaged as defined in Michigan’s Building Codes and under National Flood Insurance Program (NFIP) laws.

In addition to local construction permits, some restoration projects will also require permits from the Department of Environment Great Lakes and Energy (EGLE). EGLE permits may also be required when residents are working within regulated areas such as the 100-year floodplain, wetlands, lakes, and streams.  ELGE permits are not required for construction outside of regulated areas and are not required to remove debris from the flood.

Residents who have questions about EGLE permitting or requirements for rebuilding in the floodplain should visit www.michigan.gov/jointpermit or contact EGLE District Engineer Joy Brooks at 989-280-1632. For questions about local building permits, inspections, and other information, please contact your municipal or township building department or code authority.

Additional Vaccine Clinics in Midland County

The Midland County Department of Public Health will be hosting additional vaccine clinics to provide vaccinations that can protect residents in the event they are injured while working in flood-contaminated areas. Dates and locations for the clinics are:

  • Wednesday, June 3: Meridian Public Schools Administration Building, 3361 N. Meridian Road, Sanford from 10 a.m. – 3 p.m.

TDS Telecom Service Restoration Ongoing in Sanford

The original central network hub, which delivered internet and phone service to customers both in and out of the flood zone, has been determined to be a total loss. Professional remediation of the site is now complete. Retrofit work on an existing TDS building to house the new central hub equipment is proceeding with work continuing on the site’s HVAC system, connection amperage, and equipment housing.  Replacement electronics have been ordered and the final components should arrive by the end of this week. Cable damage and infrastructure rerouting continues until the network is back up and running.

TDS is working at this time to provide credits on July billing statements. Customers’ June statements reflect service from April 25 through May 22.

Midland Sanitary Landfill Hours for Week of June 1

The Midland Sanitary Landfill is open daily this week from 8 a.m. – 4 p.m. from June 1 – 7, including Saturday, June 6 and Sunday, June 7 for all customers.

Both residential and commercial customers can visit the Landfill to dispose of trash, yard waste, and flood debris at this time. All customers dropping off waste, including flood debris, will be required to report where the waste originated from for State of Michigan reporting requirements.

Due to the high anticipated volume of customers accessing the Landfill, wait times may be significant. Please be patient.

The Sanitary Landfill is located at 4311 E. Ashman Street and is a service of the City of Midland. For more information, please visit www.cityofmidlandmi.gov/landfill.
