June 26, 2015 - The City of Midland is pleased to announce that David Keenan has been named Assistant City Manager and Brad Kaye has been named Assistant City Manager for Development Services, with both appointments effective July 1.
While retaining current core responsibilities for the City’s financial services, purchasing, information technology, and enterprise recreation assets, Keenan will assume additional duties including crisis response, Acting City Manager when the City Manager is away, and representing the City Manager’s Office with various community groups and organizations.
Keenan began his career with the City as Controller in November 2000. He was promoted to Director of Fiscal Services in July 2004 and to Assistant City Manager for Financial Services in November 2011. Keenan has nearly 29 years of financial and management experience in both the public and private sector including seven years as an independent auditor of municipal clients. He has a Bachelor of Science degree in Accounting, a Master of Business Administration degree from Central Michigan University, and is a Certified Public Accountant.
During his tenure with the City, Keenan and his team in the Finance Department have been recognized annually by the Government Finance Officers Association with a Certificate of Excellence in Financial Reporting. Keenan serves as Chair of the Police/Fire Pension Board, and is a member of the Michigan Government Finance Officers Association, Michigan Association of Certified Public Accountants, American Institute of Certified Public Accountants, and the Michigan Association of Public Employee Retirement Systems.
Likewise, Kaye will retain core responsibilities for operations of the Department of Planning and Community Development while assuming additional duties associated with representing the City Manager’s Office with various economic development and community improvement activities. He will also occasionally fill the role of Acting City Manager and provide leadership capacity in crisis response situations.
Kaye assumed the position of Director of Planning and Community Development in February 2012. He has 26 years of experience in urban planning and community development with a primary focus on service to municipalities. He holds a bachelor’s degree in Urban and Regional Planning from the University of Waterloo in Ontario, Canada and has also completed a two-year management development program at Mohawk College in Hamilton, Ontario.
Kaye has achieved accreditation by the American Institute of Certified Planners and is a Certified Flood Plain Manager. He is currently completing the Mid-Career Managers Program through the International City/County Management Association and is active in the Michigan Municipal League, Michigan Local Government Management Association, Michigan Association of Planning, and Michigan Stormwater Floodplain Association.
